Our experience in providing Mobile Number Portability services in Brazil led to our assuming responsibility for implementing Mobile Number Portability in Uruguay1 in addition to complete operation of the solution.
We actively contribute to providing users of the country’s land line and mobile telephony services with access to improved services, support made possible by intensifying the level of competition between Uruguayan telecom operators.
These operations include assuming the role of ABD – Database Administrator, an entity responsible for mediating, in an impartial and independent manner, relationships between donor companies (the customer’s current operator) and recipients (operator to which the customer is migrating), as well as providing technical support for portability and complementary systems.
After the mobile number portability project was successfully implemented in Uruguay, the first telephone number portability service was carried out in the country on 01/17/2022 in compliance with norms established by regulatory bodies and the Portability Committee. As of Oct/2022, 64,000 individual portability services have been successfully completed.
Uruguay’s Mobile Number Portability System consists of a series of complementary systems that are developed and maintained by Cleartech:
• Centralized mobile number portability system — the main system responsible for the execution of the entirety portability process flow for a particular phone number;
• Portability Portal, which facilitates management of portability on the part of ABD, operators and regulatory bodies through means of portability ticket management features, consultations, reports and dashboards;
• PIN management system used for generation, sending via SMS and management of PIN used as a double authentication factor for the customer responsible for the phone to be ported;
• Public system for consulting ported telephone numbers through which it is possible to consult the status of the portability process or the current telecommunications operator for a given telephone number:https://portabilidad.uy/portalpublico/
• Centralized billing system used in the generation and monitoring of billing cycles, application of fines and discounts and generation of invoices with amounts prorated in advance among operators participating in mobile number portability;
• Technical and business monitoring system, which integrates business continuity management through the generation of preventive and incident-related alerts related to systems, infrastructure, or business operations.
By providing the entire technological apparatus needed to support our Portability service, from infrastructure to business processes, we have historically been able to offer availability of 99.90%, yet another statistic that demonstrates Cleartech’s extensive capacity for delivering the more than 30 services currently provided to our diverse customer base!
